Recognizing that all HOAs require occasional assistance, we have devised flexible consulting levels to cater to the diverse requirements of HOAs.

À la carte Assistance

Our first level operates like a cafeteria-style menu, offering you the freedom to select assistance in specific areas that align with your HOA’s current needs. This menu includes support for various aspects such as meetings, inspections, Rules and Regulations management, budgeting, and accounting. When you choose one or more of these areas, our dedicated Consultant will collaborate closely with your Board of Directors to optimize our wealth of experience for your benefit. To ease the financial burden on your Board, payments for these services can be spread over three months. Below, you’ll find an overview of the individual consulting services available, and you can mix and match them to tailor the level of service precisely to your association’s requirements.

 

Comprehensive Program

For a more encompassing approach, our comprehensive program combines all the services offered in Level 1 into a dynamic 6-month plan. During this period, your Consultant will actively participate in your Board of Directors’ meetings, conduct property inspections covering common areas, amenities, architectural and covenant compliance. Furthermore, they will meticulously review your Rules and Regulations and Design Guidelines to ensure alignment with your Governing Documents and State laws. If your HOA lacks these essential documents, Fowler can assist in their creation, ensuring clarity and enforceability. The Consultant will also assist in formulating bid specifications, oversee external contractor work, and collaborate with your insurance provider in case of claims during the contract term. They will evaluate the effectiveness of your HOA Delinquency Policy and provide recommendations. Budget scrutiny, including income and expenditure analysis, is also part of the package, with optional support for budget preparation and the Budget Ratification meeting. Your Consultant will also review Agendas, Minutes, and Newsletters to ensure they effectively communicate the necessary information to homeowners.

Continued Support

Post the initial 6-month period, we won’t simply vanish. You’ll have access to your Consultant for an additional 6 months, providing ongoing support and answering any questions that may arise. Regardless of the initial 6-month timeframe, your Consultant will attend your Annual Meeting or any other Members Meeting and collaborate with you to create a budget. In case of insurance claims during the initial period, our support remains unwavering.

Our programs bridge this gap by working alongside your HOA as a collaborative partner, ensuring its continued progress. We closely engage with your Board of Directors, contractors, and residents.

Meetings

Our goal is to facilitate productive and efficient meetings, ensuring that your HOA’s affairs are conducted smoothly, with a focus on transparency and communication.

Review of Meeting Minutes, Agendas, and Newsletters

Our Consultant will meticulously examine the records of the past six months, which include meeting minutes, agendas, and newsletters, with a keen focus on ensuring that communication from the Board of Directors to homeowners remains clear, concise, and current. Following this comprehensive review, the Consultant will provide a written report summarizing their findings and recommendations.

Community Inspections

Our Consultant will perform a thorough physical inspection of your community to identify any covenant violations unrelated to ACC (Architectural Control Committee) matters. This inspection serves to evaluate the overall condition of common areas. As part of this process, the Consultant will be responsible for drafting covenant violation letters, handling phone inquiries, and diligently following up on the resolution process.

In instances where maintenance issues are identified, the Consultant will initiate the necessary action. This includes issuing work orders, which may involve collaborating with HOA-approved vendors or our trusted vendor partners at Fowler.

Our aim is to maintain the integrity and aesthetics of your community by addressing covenant violations and maintenance concerns promptly and efficiently.

Rules & Regulations and Policy & Procedure Evaluation

Our Consultant will perform a comprehensive evaluation of your Governing Documents, encompassing both the Rules & Regulations and the Policies & Procedures. This evaluation serves the purpose of ensuring that these documents are not only clear and enforceable but also in perfect alignment with your overall Governing Documents.

Following this evaluation, the Consultant will present their findings and recommendations in a written report during a Board meeting. Our services also include follow-up actions at no additional cost.

Our goal is to ensure that your community’s rules and policies are not only legally sound but also practical and in harmony with your broader governing framework.

Budget Assessment and Planning

Our Consultant will conduct a comprehensive evaluation of your current budget and assess the fiscal requirements of your Homeowners’ Association (HOA). This involves a detailed examination of the previous year’s budget and expenditure records. Based on their analysis, the Consultant will provide valuable recommendations to the Board.

If deemed necessary, the Consultant will prepare a draft budget for the Board’s consideration, taking into account any required adjustments. Subsequently, the Consultant will coordinate the scheduling of a Budget Ratification Meeting and undertake all the necessary preparations for the event.

During the Budget Ratification Meeting, the Consultant will be in attendance to address any inquiries or concerns raised by your homeowners, ensuring transparency and clarity in the budget approval process. Our aim is to assist your HOA in establishing a financially sound and well-planned budget.

Comprehensive Accounting Services

At Fowler, we provide comprehensive accounting services as an independent and specialized offering. Our dedicated Accounting Department adheres to industry-standard Generally Accepted Accounting Principles and Practices, customized for effective use in Community Association Management Accounting.

Monthly Financial Reports: We generate detailed and informative monthly financial reports, ensuring that your HOA’s financial health is transparent and well-documented.

Delinquent Account Management: Our services extend to proactive follow-up on delinquent accounts, including the issuance of appropriate correspondence. We also facilitate communication with legal counsel when necessary.
